1997-03-22 Radio Andes 4777 info While reading the Spanish portion of the bilingual (Quechuan and Spanish) newspaper sent to me by the station, I ran across an article which disclosed the meaning the name of the station. The station serves a union based which has members in five provinces in Potosi, and the initials making up the station name stand for the first letter of each of the five provinces Antonio Quijarro, Nor Lipiz, Daniel Campos, Enrique Valdivieso, Sud Lipiz. As the article says, "Estas 5 provincias forman radio A.N.D.E.S., that is,"These 5 provinces form radio A.N.D.E.S. (Henry Lazarus) DXWin 58
1997-03-21 Radio Andes 4777 info prepared card, two page personal letter, mimeographed brochure about the station and a bilingual (Quechua and Spanish) newspaper by registered mail in 2 1/2 months. v/s and address as reported by TIN in DX Window 42. Letter and brochure gave information similar to that reported by Klemetz in DX Window52. Also of interest is the fact that this union station is operated by non-professional personnel. Professional persons do not want to work at the station becfause of the low salary, the distance and the cold. Their original goal was to operate a transmitter of 1000 watts in order to be heard 200 kilometers from the town of Uyuni, and they were totally surprised to receive reports of reception from so many parts of the world. They refer to themselves not as Radio Andes but as Radio A.N.D.E.S., both on their letterhead and on the typewriter, but I cannot determine what, if anything, the letters stand for. The letterhead also bears the slogan "La Voz de los trabajadores Campesinos A.S." ("trabajadores" is in lower caps on the letterhead and the letterhead says "A.S.", not "S.A."). The station enclosed a brochure dated November, 1992 in which FRUTCAS (the campesino union) proposed that they build a radio station. They felt that they needed a short wave radio station because of the difficulty of communicating between union members spread over 5 provinces due to the poor roads. A radio station would be able to broadcast news and information, send messages, and enable the union embers (it is a farmers' union) to know the prices of their agricultural products in the markets in the different communities. They calculated the cost of the station would be $103,466 (they stated the amount in U.S. dollars) and asked that each family contribute 5 Bolivianos in 1993. They do not seem to have named the station at that time but rather showed drawings of the proposed station with a sign saying "RADIO CAMPESINA". R Andes, es propiedad de la Federacion Unica de Trabajadores Campesinos del Altiplano Sud, emite en quechua y en espanol, y su proposito es tratar de elevar en algo el nivel de vida de los habitantes de la zona, una de las mas pobres de Bolivia. La emisora no tiene banderines, y sobrevive ahora en base de donativos de los campesinos. El envio de una carta fuera del continente latinoamericano les cuesta dolar y medio, de manera que si cada reportero enviara, como minimo, 2 dolares, la emisora se quedaria el equivalente de medio dolar por cada reporte, lo cual seria una pequenisima pero apreciada ayuda. Francisco Quisbet and German Carme say that my report was the very first one to arrive at the station, and, once it was posted on the air, many people turned up to see for themselves, if the letter really existed. 1996-08-12 Radiodifusora Andes ? 4777.08 1027 Uyuni; Thanks to a tip of Emilio P. Povrzenic via RNM, I could hear this new CP broadcaster here in Tokyo, Japan. It was first observed at *1027 on 12/08/96. It signal was poor, but good modulation. The first program was consisted of rustic folklore of Potosi Department and talk in Quechua. ID was announced as "Desde el corazon mas .... de, Bolivia, Radiodifusora Lipez, emisora de la Federacion Regional Unica de Trabajadores Campesinos del Altiplano, transmitiendo en los 4775kc AM, banda de 60 metros onda corta, desde Uyuni, Departamento de Potosi, Bolivia." Also noted at *1028-1101 (blocked out by RRI-Jakarta on 4777.13kHz) on 17/08/96. signal was poor. (TIN) Levi Iversen writes this: "Well first to the Bolivian station on 4777.08v R.Andes. Some say that it is R. Nor Lipez, I have plenty of good IDs that the station name is R. Andes. It could be probable that the station first called itself in this way, maybe? As I understand the station was heard already in April, so it could have changed its name (??) I heard the station for the first time on 6 August.
The QTH "Uyuni" was 100% confirmed yesterday (27th Aug) during the evening bcst 2130-0000. Uyuni was given as the QTH several times "live" during the broadcast. But on the pre-recorded ID the station uses during sign no and off + during the bcst, the QTH is given as "Union". So this gave me a lot of problems for a long time. But yesterday even if the reception not was as good as many times, I had no problem to hear that the announcer gave the location "live". But as already said, on the prerecorded ID the QTH is given very clear to be "Union".
By the way, the station was NOT on 23, 24 and 25 Aug. The station returned on Monday the 26th Aug. at 1025 with very much improved modulation! The "typical" "hum" has disappeared and audion is much warmer and nicer. They did had some problem on Monday, with RF feedback into the mic, but this has now been solved. With better modulation, the reception is sounding stronger." (thanks very much for this update Levi - WSt)

1996-08-07 Radio Difusora Andes 4777.08 1135 I listened to this frequency this "morning" just before it signed off at 1135; it had the same procedure as yesterday at sign off 0003 ""Amables amigos y amigas, a esta hora Radio Difusora Andes xxxxxx sus emisiones para hacer xxxxxxxx (maybe they "algunos arreglos para luego") volver dentro de algunas horas". - They carry a phrase afterwards, very hard to understand, but something like "xxxxxx departamento tecnico de la emisora" then short music and off. I listened Aug 6 from 2350 and sure, this was a Bolivian. Quite strong, but heavy QRM too, unfortunately, a het which couldnt be removed on either sideband. ID sounded like "Radio Andes" and "La Voz del Altiplano Sur" was mentioned, too. Slogan: "Radio Andes siempre con usted". (Iversen, Aug 7) Further observations reveal that close down is around 1130* although the most recent days -1135. I am somewhat uncertain about sign on but I have logged them at about 1030, maybe fade in, but could be sign on time. - Sign on is afternoons is between 2200 and 2230, Aug 10 at 2233, heard till close at app. 0000, most recently -0004*. ID at close sounds like "Desde el Altiplano xxxx Bolivia transmite Radio Andes en la banda de 4775 kilociclos Amplitud Modulada y en 60 metros onda corta.
